Frustrated

I've been immersed in researching grants the last couple of days. I got excited over one particular Federal Arts Grant, to the point that a brand new project got developed to apply for it but in checking out all the finer details, it seems that small presses (trading as sole traders) aren't really eligible for applying for OzCo grants.

I was wondering if anyone outside of the ACT (grins) has found grants for publishers to develop new projects? It seems sort of counterproductive that all the government grants are for established larger houses with no assistance for smaller outlets to grow. Am I looking in the wrong places?
